I'm not sure what the other numbers mean. For synths or generators, changing the first 0 to 2 will allow it to show up in the list. note, to add plugins that have a string that starts with "0,0," you must first know what kind of plugin it is. Repeat for any vst you want to add to your favorites. Upon running FL, I now have Claw in my favorites when I go to add a new channel. Making sure the file is saved in the second path mentioned above.
"2,0,Claw,C:\Program Files\VstPlugins\reFX\Claw\Claw.dll,-1,-1" this is what I will copy and paste into the FavPlugins.scr file. In my case, I'd like to have reFX's Claw so I search for "claw".
